01 The Founder

Led by a proven public servant and public affairs executive.

Bobbie Singh-Allen is the Mayor of Elk Grove, California — Sacramento County's second-largest city — and the founder of BSA Strategies. First elected in 2020 and re-elected in 2022 and 2024, she made history as the first directly elected Sikh woman mayor in the United States and the first Punjabi-American to lead Elk Grove.

She brings more than two decades of private-sector experience in government relations and public affairs. She has led statewide industry associations — across lodging and hospitality, fuel and convenience retail, special education, and housing and community development — serving as Executive Vice President & COO of the California Lodging Industry Association and, most recently, President of the American Petroleum and Convenience Store Association. A registered California lobbyist, she has testified before legislative committees in Sacramento on behalf of the industries she represents.

Before becoming mayor, she served eight years on the Elk Grove Unified School District Board of Education — including two years as Board President — championing anti-bullying, inclusion, and student opportunity across one of California's largest school districts. As mayor, she has focused on economic development, public safety, housing, and homelessness response, and represents Elk Grove on regional transportation, economic, and quality-of-life bodies.

A native of India who immigrated to the United States as a child, she has called Elk Grove home for some three decades. She holds a J.D. from Lincoln Law School of Sacramento and a B.A. in Government from California State University, Sacramento. Through BSA Strategies, she brings that same blend of access, judgment, and integrity to organizations navigating the public sector.
